A permit is not required for redevelopment that does not lead to changes in load-bearing parts that affect the strength and seismic resistance of buildings (with the exception of redevelopment of areas in apartment buildings), as well as for the construction and reconstruction of lightweight structures and temporary structures without changing the foundation area
