Citizens of most countries may enter Uzbekistan visa-free or benefit from simplified visa procedures. Uzbekistan has established a visa-free regime with more than 90 countries (see below). Nationals of these states are permitted to stay in the Uzbekistan without a visa, generally for up to 30 days, and in certain cases up to 60 days, depending on the applicable bilateral agreement. For citizens of countries not included on the visa-free list, an electronic visa (e-Visa) is available through the official portal e-visa.gov.uz, eliminating the need to apply in person at a consular office. Entry into the Uzbekistan requires a valid international passport with at least six months’ validity remaining from the date of entry. Foreign nationals must register their place of stay within three working days of arrival; when staying at a hotel, this procedure is carried out automatically by the hotel administration. Failure to comply with registration requirements entails administrative liability.

The electronic visa of the Uzbekistan (e-Visa) is an official entry authorisation issued in electronic format through the state portal e-visa.gov.uz, without the need to apply in person at a consular or diplomatic mission. This document entitles the holder to a single-entry stay in Uzbekistan for tourism, business, or transit purposes for up to 30 days, and in certain cases up to 60 days, depending on the applicable bilateral agreement. From a legal standpoint, the e-Visa is a strictly controlled document equivalent to a passport visa stamp and is recognised by all border control authorities of the Uzbekistan. To apply, a valid international passport, a digital photograph, and payment of the consular fee are required. The processing time is generally 2 to 5 working days.

In accordance with the Procedure for Entry into and Exit from the Uzbekistan for Foreign Nationals and Stateless Persons (Cabinet of Ministers Resolution No. 408 of 21 November 1996), foreign nationals and stateless persons are required to register their place of stay within three working days of entering the territory of the Uzbekistan. Registration is carried out through the Unified Electronic Registration and Identification System on the portal my.gov.uz. When staying at hotels, sanatoria, rest houses, or other organisations providing temporary accommodation, the obligation to register the foreign national rests with the administration of the respective establishment. When staying with private individuals, registration is carried out by the host party through the same portal or by contacting the relevant territorial internal affairs authority. Failure to fulfil the registration obligation entails administrative liability under the applicable legislation of the Uzbekistan. The Procedure, however, provides for a number of exceptions: in particular, foreign nationals transiting through the Uzbekistan or staying for a period not exceeding three working days are exempt from the mandatory registration requirement. Upon a change of place of stay, the foreign national is required to re-register at the new address within the same three-day period. The registration confirmation document must be kept on one’s person throughout the entire period of stay in the country and produced upon request by the competent authorities, including at exit border control.

In accordance with the Procedure for Entry into and Exit from the Uzbekistan for Foreign Nationals and Stateless Persons (Cabinet of Ministers Resolution No. 408 of 21 November 1996) and the Code of the Uzbekistan on Administrative Liability, a foreign national or stateless person who violates the established registration requirements at their place of stay shall be subject to administrative liability in the form of a warning or a fine. Administrative liability attaches both to the foreign national themselves and to the hosting party — whether an individual or a legal entity — that failed to fulfil its obligation to register the visitor in a timely manner. Cases involving these administrative offences fall within the jurisdiction of the internal affairs authorities of the Uzbekistan. In addition to an administrative fine, the aforementioned Procedure provides for more serious legal consequences in cases of systematic or egregious violations of immigration legislation. In particular, the competent authorities may decide to curtail the period of permitted stay of the foreign national in the Uzbekistan, and in cases that pose a threat to public order or national security, may initiate compulsory expulsion (deportation) followed by a prohibition on re-entry. It should be particularly noted that a registration violation may be detected at exit border control, which may result in the foreign national being detained and an administrative report being drawn up at the point of entry or exit. Accordingly, strict compliance with registration requirements is a mandatory condition for lawful stay in the Uzbekistan.
