In paragraph 4 of the Instruction “On the procedure for the performance of notarial acts by notaries” (dated 04.01.2019, Registration number 3113), approved by the order of the Minister of Justice of the Republic of Uzbekistan on January 4, 2019 № 2-mx established that the notary determines the legal capacity of a natural person who applied for the commission of a notarial act, in the course of personal communication with him.

Also, if the person who has applied to the notary has reasons to believe that due to mental disorder or mental retardation he cannot realize the meaning of his actions or be in charge of them, or puts his family in a difficult financial situation due to the use of alcohol or narcotic and psychotropic substances (doubtful), but there is no information on the incapacity or restriction of the legal capacity of this citizen, he delays the performance of the notarial act and checks through the system whether there is a decision on the legal capacity of this citizen.

Not required in accordance with paragraph 5 of the List approved by the Law of the Republic of Uzbekistan of September 14, 2011 (Law of the Republic of Uzbekistan) №-296 On the list of categories of citizens of the Republic of Uzbekistan - persons subject to registration at the place of permanent residence in Tashkent city and Tashkent region.

In accordance with the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated April 20, 2022 “On approval of unified administrative and construction regulations in the field of construction” № 200, in accordance with the administrative regulations it is prohibited to change the specialization of buildings and structures, to rebuild, reconstruct, as well as to complete on its territory buildings and structures without the appropriate permission.

What documents are required to apply for a mortgage loan subsidy?

In accordance with Cabinet of Ministers Resolution No. 182 of March 25, 2020, electronically attach the following documents or provide information:

a) data of the personal identification number of the natural person;

b) copies of the marriage registration certificate (if there is a full family and marriage and adult children) and (or) birth certificate of children (if there are minor children) with the data of the personal identification number of the family member (natural person);

c) a certificate of divorce in accordance with the established procedure or a court decision to invalidate the marriage (in case of marriage registration) or a copy of a certificate of marital status from the archives of civil registry offices (in case of marriage registration);

d) information related to the cadastral number and view from the place of registration at the permanent place of residence (if the dwelling coincides with the place of registration at the permanent place of residence);

e) copy of the house book or apartment card (form 17) from the place of registration at the permanent place of residence (if the residential premises coincide with the place of registration at the permanent place of residence);

f) a certificate of income of the applicant and co-borrowers and income taxes withheld (tax return in case of additional income).

It is strictly prohibited to demand from the applicant information and documents not specified in this paragraph.

At the same time, it is prohibited to demand from an applicant applying for a subsidy documents (information) that can be obtained through the information system “Unified Register of Social Protection”.

How much should my monthly income be for a mortgage loan based on government subsidy?

The average monthly income of families specified in Chapter 1 of the Regulation on the procedure for the payment of subsidies to citizens for the purchase of housing or construction and reconstruction of individual housing stock, approved by the Cabinet of Ministers of August 23, 2021 N 537:

In rural areas from 3.0 to 6.9 of the established minimum wage;
In cities of the Republic of Karakalpakstan and regions from 3.0 to 8.0 of the established minimum wage;
In Tashkent city from 3.0 to 9.2 of the established minimum wage.
