In accordance with Presidential Decree No. PP-4319 dated May 14, 2019 and Presidential Decree No. PP-113 dated April 20, 2022, the following applicants are exempted from paying for testing:

- entrants who graduated from educational institutions in the year of testing;

- persons with disabilities;

- persons on full state support (graduates of the Mehribonlik House and the Children's Campus);

- Persons registered in the “Unified Social Protection Register” information system and their children;

- Young people included in the “Youth Notebook”;

- applicants who are recommended directly to students on a preferential basis.

How can I get an archival certificate confirming education in higher and specialized secondary educational institutions?

According to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan № 495 from August 19, 2020, to obtain an archival certificate of confirmation of education in higher and secondary specialized educational institutions, you or your close relatives (husband or wife, children, grandchildren, brothers and sisters) can apply to the State Service Centers (SSC) or through a Single Portal Interactive Government Services (SPIGS)

The state service is provided free of charge.

To whom and in what order is educational credit granted?

In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 527 dated August 18, 2021, the procedure for obtaining educational loans for students, grounds and conditions are established.

Educational loans are issued by commercial banks to students who are citizens of the Republic of Uzbekistan, recommended or admitted to study in the form of full-time bachelor's and master's degrees in higher education institutions on a paid-contract basis, as well as students who have transferred their studies.

At the same time, family members (parents, brothers, sisters, husband or wife) or guardians who have a permanent source of income of the borrower may participate in the education contract as a co-borrower.

To obtain an education loan, the borrower submits to commercial banks the following documents published on the official website of the Ministry of Finance:

a) an application for an educational loan;

b) a duly executed agreement (contract) between the student and the higher education institution on a paid-contract basis with an invoice (if available). The contract must specify the term of completion of training and the amount of payment for one year;

c) a document on ensuring the repayment of the educational loan in accordance with the credit policy and internal procedures of the bank. It does not require collateral or guarantee for educational loans granted to children from families included in the “Unified Register of Social Protection”;

d) a certificate confirming the inclusion in the “Unified Register of Social Protection” (for children from families included in the “Unified Register of Social Protection”;

e) other documents specified in the internal documents (policy) of the bank, including information and documents related to the borrower.

What is the procedure for providing subsidies to young people with disabilities to cover tuition, living expenses and transportation?

According to the Resolution of the Cabinet of Ministers of June 21, 2022

No. 341 the application shall be submitted through the State Service Centers or through SPIGS (my.gov.uz).

a) When receiving a subsidy for tuition fees:

if the application is submitted by the legal representative of a disabled child under the age of sixteen, his/her personal identification number (PINFL) and a document confirming that he/she is the legal representative of the child;

an electronic copy of the contract for training of the entrant by a non-state educational organization (in pdf or jpg format).

The contract must contain the name of the non-state educational organization, TIN bank account, location, type of profession or direction of training that the applicant wants to receive, term of training, one month of training and total amount of payment;

b) when receiving a subsidy for accommodation and transportation costs:

when claiming reimbursement of transportation expenses - electronic copies of documents confirming travel expenses (if available, in “pdf” or “jpg” format);

when claiming reimbursement of living expenses - an electronic copy of the lease agreement and notification of its registration with the tax authorities (if available in pdf or jpg format).

The deadline for consideration of the application is 15 working days.
