The types of paid services provided by the State Customs Service will be expanded and fixed rates of customs duties will be established;

Certain types of customs fees associated with the issuance of authorization documents will be abolished and brought in line with international standards;

rates of customs duties for processing goods under the customs regimes of “processing in the customs territory” and “processing outside the customs territory” will be reduced;

instead of administrative liability for failure to meet delivery deadlines for goods transported under customs control, a customs duty will be introduced as a financial measure.

What privileges on customs duties are granted to manufacturers of furniture products in accordance with the Decree of the President of the Republic of Uzbekistan No. PP-51 dated February 10, 2023?

In the period from February 1, 2023 to January 1, 2024 the zero rate of customs duty shall apply to the importation of raw materials, spare parts, fittings and accessories used in the production of furniture, in accordance with Annex 1 to this Decree.

Will component parts of electric and hybrid vehicles be exempt from customs duty until January 1, 2030?

Accepted Answer

Presidential Decree “On Measures to Provide State Support to the Organization of Electric Vehicle Production” (PP-443 of 19.12.2022) was adopted.

According to the Decree, a system of state support for the industrial production of vehicles moving on electric energy sources, as well as vehicles moving on an internal combustion engine and an electric motor charged from an external source of electricity will be introduced.

By January 1, 2030:

electric vehicles and hybrid vehicles manufactured in the Republic of Uzbekistan are exempt from payment of utilization fee;

component parts of electric and hybrid cars, raw materials, equipment and technological tooling, including spare parts for service, imported from abroad are exempt from customs duty;

Compensation will be paid at the expense of the State Budget for the part of the interest rate exceeding the main rate of the Central Bank, but not more than 10% points on loans not exceeding 1,200-fold of the BCV allocated to individuals for the purchase of electric and hybrid cars produced in the country and sold in the domestic market in the first 36 months of the loan term.

Persons providing passenger transportation services using electric and hybrid cars are exempt from paying state duty for issuing license sheets until January 1, 2030.

A Research Laboratory on electric vehicles and their infrastructure will be established at the Turin Polytechnic University in Tashkent until January 31, 2023.
