The amount of subsidy allocated from the state budget for the purpose of reimbursement of a part of interest expenses on mortgage loan allocated for the purchase of apartments or construction and reconstruction of individual housing during the first 5 years shall be calculated in the following order:

the amount of subsidy paid to cover part of the mortgage interest expenses is determined by the formula:

SM = KS * (AF - BF)

In this:

SM-amount of subsidy paid to cover part of the mortgage interest expense;

KS-the remaining principal amount of the mortgage loan;

AF-interest rate set by the commercial bank and the applicant in the mortgage loan agreement;

BF-10 percentage points.

At the same time, the subsidy on mortgage loans allocated for construction and reconstruction of individual housing is paid from the month following the month of execution of cadastral documents after completion of construction and/or reconstruction of this individual housing.

The applicant shall be denied a subsidy in the following cases:

a) when the information provided in the submitted application does not meet the social criteria;

b) when the information provided is incorrect or false;

g) when family members (husband, wife) who have previously received an apartment or individual housing using preferential mortgage loans under affordable housing programs in urban and rural areas, as well as subsidies (even if the previously received housing was alienated to another person) apply repeatedly;

d) when the number of subsidies allocated to the territory in the current year has been exhausted;

e) the average monthly income of the applicant and/or family:

In the Republic of Karakalpakstan and regions - less than 2.7 times and more than 8.0 times of minimum wage;

In Tashkent city - less than 2.7 times and more than 9.2 times of minimum wage.

The subsidy allocated in accordance with these Regulations shall be granted only 1 (one) time to a family (husband or wife). The notification on granting a subsidy on a mortgage loan for the purchase of an apartment or construction and reconstruction of individual housing shall be valid for 12 months from the date of issue.

The subsidy allocated in accordance with this provision is provided to certain categories of persons (employees of the State Security Service of the President of the Republic of Uzbekistan, the State Security Service of the Republic of Uzbekistan, the Ministry of Defense, the Ministry of Internal Affairs, the National Guard and other military formations (except military personnel)) and retired military personnel, members of their families who are not provided with housing at the expense of the state (land or other property). wife) also applies to.

In accordance with paragraph 38 of the Cabinet of Ministers of the Republic of Uzbekistan “On Approval of the Regulations on the procedure for the payment of subsidies to citizens for the purchase of housing or construction and reconstruction of individual housing” of March 25, 2020 № 182 is deferred in the following cases:

a) incomplete submission of documents;

b) the information in the submitted documents does not meet the social criteria;

c) the submitted documents contain inaccurate and false information;

d) when the application and the relevant documents are submitted after the deadline for their acceptance;

e) with a total score of less than 30 points based on the conclusions of the responsible organizations;

f) repeated application of family members (husband, wife) who have previously received an apartment or individual housing and subsidies, using preferential mortgage loans under affordable housing programs in urban and rural areas;

g) upon completion of the amount of subsidies allocated for the current year;

h) if the citizen-applicant (co-borrower) is recognized by the participating bank as insolvent under the allocated mortgage loan;

i) if the applicant has overdue debts on loans previously obtained in credit organizations;

j) average monthly family income:

in rural areas - less than 3.0 times and more than 6.9 times the minimum wage;

in urban areas - less than 3.0 times and more than 8.0 times the minimum wage;

In the city of Tashkent - less than 3.0 times and more than 9.2 times the minimum wage.

Can I get a house in the city of Tashkent on a mortgage loan on the basis of a state subsidy, being at the address of permanent residence in the region and temporarily registered in the city of Tashkent?

According to the regulation on the procedure for providing subsidies to citizens for the purchase of housing, approved by Cabinet of Ministers Decision No. 182 of 25 March 2020, the applicant's application will be considered by the district or city commission at the place of permanent residence where he or she is registered, and the subsidy will be allocated under the program. Also, subsidies allocated to cities of the Republic of Karakalpakstan and regions may be received from the district and/or city within the distribution established by the population in that region, unless otherwise provided by law.

In accordance with Cabinet of Ministers Resolution No. 182 of March 25, 2020, electronically attach the following documents or provide information:

a) data of the personal identification number of the natural person;

b) copies of the marriage registration certificate (if there is a full family and marriage and adult children) and (or) birth certificate of children (if there are minor children) with the data of the personal identification number of the family member (natural person);

c) a certificate of divorce in accordance with the established procedure or a court decision to invalidate the marriage (in case of marriage registration) or a copy of a certificate of marital status from the archives of civil registry offices (in case of marriage registration);

d) information related to the cadastral number and view from the place of registration at the permanent place of residence (if the dwelling coincides with the place of registration at the permanent place of residence);

e) copy of the house book or apartment card (form 17) from the place of registration at the permanent place of residence (if the residential premises coincide with the place of registration at the permanent place of residence);

f) certificate of income of the applicant and co-borrowers and income taxes withheld (tax return in case of additional income).

It is strictly prohibited to demand from the applicant information and documents not specified in this paragraph.

At the same time, it is prohibited to demand from an applicant applying for a subsidy documents (information) that can be obtained through the information system “Unified Register of Social Protection”.

What is the process for returning an application submitted for subsidized housing?

Subsidies provided in accordance with this Regulation shall be granted only once (one time) per family (one family member). The notification of issuance is valid for 12 months from the date of its issuance.

At the same time, the applicant may, at his/her discretion, submit a written application to the commission to refuse the notice to buy out an unused apartment or to provide a subsidy for construction and reconstruction of individual housing.

On the basis of the applicant's statement of refusal, the Commission decides to cancel the notice of purchase of an apartment or provision of a subsidy for the construction and reconstruction of individual housing and to the program complex. Make appropriate changes (notify the organizations responsible for canceling the application for a subsidy). If the notification is canceled, the number of rejected subsidies will be revised within the subsidy allocation parameters established for the region.

The applicant or the applicant whose application for the purchase of an apartment or subsidy for the construction and reconstruction of individual housing is rejected, or whose application is rejected, has the right to apply again (twice) in the established general order.
